Charles M. Blow, you've dusted off the most made-comical-by-overuse Liberal trope out there: "IT'S FOR THE CHILDREN!".
It seems that whenever a statist begins proposing a new entitlement program or is desirous of expanding an existing entitlement program (whose purposes on surface is seemingly laudable), that new or expanded program will accomplish little more than increase the size, scope and reach of an already-too-big-for-its-britches Government, and disincentivize desire for those receiving aid to grow up and work and succeed sans the State.
Back in the '70's, there was a stigma attached to receiving government benefits. People who got monthly stipends from Government, foodstamps or welfare checks, were thought of as receiving 'stupid checks'. Today, that stigma is long gone, replaced by expectations of more and more Government Aid. The modern Left, the Democrat party, has created an ideal climate for keeping people (and their children) dependent on Government, with no incentives to 'work out' of their condition.
That's what this is all about, really. Keeping low-income people locked in their poverty condition so they must remain dependent upon the State, and vote accordingly: the Moocher - Looter symbiosis. Democrats have discovered the best 'new' way to keep their political party in power and forward their unfortunately leftist ideology, by promising the poor and other umbrellaed 'victim' classes ever more 'goodies' in return for votes.
You don't desire so much to help these poor children as you do to advance your political ideology, at whatever cost it might be to our Republic.
